Texas schools breaking the rules to graduate 42,000 students

Texas high school students are required to take the Texas Assessment of Knowledge and Skills. However, more than 42,000 students received diplomas between 2010 and 2012 without taking the 10th-grade test for federal accountability.

That figure does not include students who transferred to Texas from other states after beginning high school.

In Dumas, 23 percent of students have graduated without this exam.

Former El Paso Independent School District Superintendent Lorenzo Garcia will soon complete a prison term for defrauding state and federal accountability. Garcia used a number of policies to improperly manipulate the 10th grade testing population.

The FBI continues the investigation, looking for other EPISD employees that may have been involved.
